War on Terror vs. Individual Privacy

Edward J. Snowden leaked that the U.S. Government collects citizens’ individual meta-data. Can modern mathematics help the U.S. Government fight terrorism while preserving U.S. citizens’ individual privacy? I will describe several game-changing techniques based on modern mathematics and cryptography that could revolutionize and enable effective war on terror by the U.S. Government without violating individual privacy rights.
